Rehabilitate Valley of 10,000 Smokes - Katmai National Park, Alaska

U.S. Federal Highways contracted Iliamna Lake Contractors to rehabilitate approximately 12 miles of the Valley of 10,000 Smokes Road, in Katmai National Park. The work included the on-site quarry and crushing of approximately 34,000 tons of aggregate material. In addition, a 1.5 acre building pad site was cleared, grubbed, excavated and constructed for a future maintenance shop within the Park. A remote site, this project also involved the construction and operation of a 20 man camp for its duration, as well as the operation of weekly barge services between Brooks Camp and King Salmon. All work in the Park was completed in 57 days, 3 weeks ahead of schedule.

This work order specifically dealt with the excavation, screening, and remediation of POL contaminated soil to cleanup levels required by the contract. Pile Bay Road Repairs – Pile Bay, Alaska

Emergency repairs were needed on the Pile Bay to Williamsport Road. DOT issued an expedited Invitation to Bid to complete this work during a very narrow window at the end of the 2006 construction season. As successful bidder, we were required to perform specific milepost ditching work, culvert removal and installation, mine gravel, overlay and compact portions of the road, perform brush clearing and install carsonite markers.

A Department of Environmental Conservation Grant was awarded to the Village of Igiugig to perform Landfill Closure work at the old landfill. After competing successfully for this project, the completion of the landfill closure was performed by Iliamna Lake Contractors LLC in the spring and early summer of 2006. In addition to completing the project in accordance with the design, the closed landfill was turned into the only regulation sized softball field in Southwest Alaska.

The Big Mountain Radio Relay Station was constructed as a part of the Air Force's defense communication network and aircraft warning system established across Alaska during the 1950's. The site is located 220 miles Southwest of Anchorage on the South shore of Lake Iliamna. The facility operated as a part of the White Alice Communications System between 1957–1979. The installation was abandoned in 1979. Facilities currently located at the site include: a barge landing on Lake Iliamna, a lower camp, and an upper camp. All these facilities are slated to be demolished within the scope of the Clean Sweep Activities.

ILC's work with this project is in conjunction with combines the following CERCLA remediation activities and non-CERCLA demolition and environmental remediation services:

Approximately 17,000 tons of material was excavated from the landfill site. This material was used to produce crushed gravel for the 4000 foot runway and the 6 miles of road repair. Included in these services are rock-crushing operations for production of 3/4" minus single fracture modified E-1 specification material to be used for the runway surfacing and landfill construction.
-
The 4000 foot runway was certified by the Air Force for the landing of large aircrafts such as C-130.
-
Performed Asbestos Abatement work on the various facilities (both storage building and radar facilities) at the Big Mountain Upper Camp site in order to prep the area and buildings for Phase 2 Demolition work.
-
The demolition of all the structures in the upper camp as well as the few remaining structures located in the lower camp. All of the construction debris was removed and placed in the C&D Landfill and covered appropriately.
-
Cleaned and dismantled all diesel fuel tanks on the site.
-
The demolition and disposal of the 4 billboard antennas 2 dish antennas.

Permit and construct a construction and demolition (C&D) solid waste disposal area for non-hazardous building materials and debris gathered from razing the Big Mountain RSS.

Provided community support activities including the preparation of two (2) newsletters, attendance at two (2) public meetings, a post project presentation, and applicable meeting minutes.

CTF Runway Rehabilitation - Anchorage, Alaska

Iliamna Lake Contractors performed the runway rehabilitation at the Bureau of Land Management Campbell Tract Facilities. ILC's accomplishments on the project consist of furnishing labor, equipment, supplies, and materials to rehabilitate the 75' by 5,000' gravel surface runway, taxiway, heliport, and apron area of the airstrip. ILC's contractual duties include clearing and grubbing the area, pavement removal, grading, excavation, backfill work, and runway surfacing and paving.
The 35,750 tons of crushed aggregate materials required during this project were purchased from Anchorage Sand & Gravel. Material hauling was subcontracted to King Services, while Alaska Frontier Services provided the new asphalt paving.
The work site was located at the Bureau of Land Management's Campbell Tract Facilities and Airstrip, located at 6881 Abbott Loop Rd. Anchorage, Alaska.
Kwethluk Airport Relocation Power Line Ext – Kwethluk, Alaska

Construction work included installation of 1.258 miles 7.2KV Single Phase Overhead Power Line. This line extended from the existing facility to the proposed new airport, where a pole mounted 25 KVA transformer will supply 120/240 volt power to the service entrance at the electrical enclosure, located at the new snow removal equipment storage building. The first five spans of this line extension were configured for 12.47/7.2KV Three Phase four wire cross arm construction to allow the utility to serve a housing sub-division, a new water treatment plant for the Alaska Native Tribal Health Consortium (ANTHC) and a New Head Start Facility for Rural Community Action Program (Rural CAP).
ILC entered into separate contracts (listed below) with ANTHC and Rural CAP to provide all materials, labor, and equipment necessary to complete the electrical service to their facilities. ILC met the challenges of design and construction, multiple agency coordination, vertical clearance requirements, and unstable soils to meet the unique demands of rural power line construction in the Yukon-Kuskokuim region of Alaska.
Igiugig Landfill Project – Igiugig, Alaska

In May of 2002, under contract with the Igiugig Village Council, ILC began work on the construction of a new 5.3 acre municipal landfill facility for the Village of Igiugig, Alaska. The landfill was constructed to replace the environmentally hazardous open-pit dumping facility which had previously operated in the Village. The new facility also meets all state and federal requirements for the long-term storage of Asbestos Monofill materials on site.
ILC's duties in the project included:

The excavation of a recessed area specifically for the acceptance of asbestos conexes

The landfill project finished in December, 2002 and began full-time operations during 2003.

BIA/DOT Road Project - Igiugig, Alaska

Iliamna Lake Contractors, in coordination with Bureau of Indian Affairs (BIA)and Alaska Department of Transportation (DOT) funding, constructed a 3.66 km. road providing legal access from the Village of Igiugig to the new landfill and sanitation site in the Village. Phase 1 work began in August, 2000 the project was finalized in June of 2002. The project halted temporarily during the winter months when cold weather freezing prevented ongoing project work.
In aggregate, Phase 1 and 2 of the road project included the material, labor, equipment, testing, and construction management operations necessary to facilitate the construction and improvement of approximately 3.6 kilometers of roadway in the Village of Igiugig.
Materials utilized in the completion of this project included: 115,200 cubic meters of unclassified borrow, the crushing of 5,000 cubic meters of aggregate surface coarse, 47,560 square meters of Geotextile, 21,000 square meters of Tenstar Geogrid, 200 meters of culvert pipe, 1,800 meters of silt fence and 500 meters of chain link fence.

Lake and Peninsula School District – Various Locations

ILC performed a series of bulk fuel farm construction jobs and remodeling projects for various school sites within the Lake and Peninsula School District. Construction on the project lasted from June 15th, 2000 until August 15th, 2000.
Under the conditions of the contract, ILC built two new fuel farms and remodeled two additional older farms. New fuel farm locations included Kokhanok School, where 3 - 16,000 gallon tanks were installed, and Levelock School, where 1 - 12,000 gallon tank was installed.

Bulk Fuel Facility
Fuel farm remodeling occurred at both the Igiugig and Port Alsworth Schools. Safety gauges were added to bring older tanks up to current safety specs, tanks were repainted, old pipes and fittings were replaced, and fences were erected around the fuel farm sites to ensure proper safety compliance.

7200 Volt Distribution Line Upgrade – Igiugig, Alaska

In the fall of 1998, the Igiugig Electric Company hired Iliamna Lake Contractors to perform an upgrade of the electrical wiring system then in place in the Village of Igiugig. The goals of the project included: increasing the safety of the Village, reducing the risk of local fires, improving efficiency of the electric distribution system, and clean-up the aesthetic appearance of the Village.
The Igiugig Electric Company secured the project funding amount of $243,000 dollars through the State of Alaska Division of Energy.
The project consisted of 2 distinct work phases: the removal of the old low-voltage 227/480 overhead electric distribution lines and poles and the installation of underground, high-voltage, REA specification 7200/12470 lines.
Concurrent to these activities, old phone cables were replaced and upgraded throughout the Village. Upon the completion of the project, Igiugig had an efficient and more reliable electric system in place which suited its diverse and growing power needs.
